By May 9, 1987, preparations were underway for the SIA ground breaking ceremony the next week. In April 1987 the Area Plan Commission passed a proposal for zoning for the land around the new SIA auto plant. Much of the farmland between Creasy Lane and I65 was designated for future industrial development, while the area east of I65 was reserved for residential development. Commercial development was limited to three parcels: along the eastern side of I65 between Haggarty Lane and SR38; an area bounded by Creasy Lane, SR26, I65, and McCarty Lane; and a small area along SR38 near Tippecanoe Mall. The area along Wildcat Creek was reserved as open space. The news was reported in a story in the Journal and Courier on April 16, 1987.
